What Is e-Devlet?

As you settle into life in Turkey, you’ll hear one word constantly: e-Devlet (e-Government).
Whether you need student documents, residence information, or health codes, e-Devlet centralizes nearly all public services in one online platform—saving you time and effort.


1. The First Step: Getting Your Password (Şifre)

You cannot register online for the first time. Identity verification must be done in person at a PTT (National Post Office) branch.

What You Need to Bring

  • Foreigner ID Card (İkamet): Required (ID number usually starts with 99)
  • Passport: Recommended as backup
  • Mobile Phone: With a Turkish phone number
  • Small Fee: Approximately 4–10 TL (cash preferred)

Where to Go

  • Any PTT branch
  • Search “En yakın PTT” (Nearest PTT) on Google Maps

At the PTT

  1. Take a queue number (usually under “Gişe İşlemleri”) or go directly to the counter.
  2. Say:

    “E-devlet şifresi almak istiyorum.”
    (I want to get an e-Devlet password.)

  3. You’ll receive a sealed envelope with a temporary password.
    ⚠️ Do not lose it.

Alternative Method (If Available)

If you already use internet banking with a Turkish bank, you may log in directly via your bank’s app or website by selecting “e-Devlet Kapısı”, without visiting PTT.


2. Logging In & Activating Your Account

  1. Go to https://www.turkiye.gov.tr
  2. Click “Giriş Yap” (Log In)
  3. Enter:
    • T.C. Kimlik No: Your Foreigner ID number (starts with 99)
    • e-Devlet Şifresi: Temporary password from PTT
  4. You will be prompted to set a new permanent password
    • Choose a strong and memorable one

3. How to Download Your University Transcript

Your digital transcript from e-Devlet is legally valid thanks to its barcode and QR code—no registrar visit needed.

Steps

  1. Use the search bar and type “Transkript”
  2. Select “Transkript Belgesi Sorgulama”
    (Provided by Yükseköğretim Kurulu Başkanlığı – YÖK)
  3. Your university information will appear
  4. Click “Belge Oluştur” (Create Document)
  5. Download or print the generated PDF

4. Downloading a Student Certificate (Öğrenci Belgesi)
